I bark to say 'HI' to any moving creature!!

Winston is a one and half year old male Yorkshire Terrier and from about 6 months of age he started barking to say 'hi' to other animals and sometimes people. He usually quits barking if the other animal comes to say hi to him but oh my, if the other animal just keeps walking, Winston throws a barking fit!We love his personality but find the barking to be embarrassing and it’s so bad that we hate taking him for walks.
He has also formed a habit of barking at the TV when there’s an animal on screen.
His barking fits are so bad that he won’t listen to anything we say while one’s happening. We've tried squirting him with water, we've tried getting him to sit until he's calm... nothing works.
His barks are not aggressive, he is just super excited to say HI, I’M WINSTON!!
We are at a loss and don’t know how to fix his bad habit.
