Please don't leave me alone

Everytime we leave the house my dog, destroys my house, my sister gave me a leather couch and the very next day my dog Kyzer chewed it all up, we tried to leave him the cage with treats or with his kong and he barks his brains out. My neibours keep callin the bylaw on us. We have all ready received one fine of $130. When we take him for walk he is all over the place, he chases people when they are on their bikes or skateboards. We tried the choke collar but he seems not to mind it. We even tried everything to stop him of doing his duties in the house but he always seems to go in the house, even if we let him out every half an hour.
